I just pulled up kitchen carpet found vinyl under it. Can I install over all the glue that is left on it?

If the adhesive isn't still "Sticky" then you can go right over it. If the old adhesive is still "sticky" then you might want to skim coat over the old adhesive with a portland cement based patching compound.
