I'm not sure it's illegal but it's not a good idea.
A small expansion space should be left at the perimeter of any tile installation, including Avaire tile,filling it with a color match caulking if it's not covered, or installing baseboard or quarter round to cover the space will work well. Avaire tile also can be cut and installed on the toe kick to cover the expansion space.
