It really depends upon two things:

1) How flat the current tile installation is.
2) Is the current tile well-adhered.

We have installed Avaire over existing tile, and marble floors successfully. If you have any high corners/edges, you may need to chip/grind them off (of course, this does ruin the original floor). Or if you have major low spots, you may need to use a leveling compound.

The best way to check is to place the Avaire tiles on the floor in different positions. If you have any high spots that result in "teetering", you'll need to bring those high spots down.

If you have loose tile, you'll want to remove and fill with a leveling compound.

You'll want to ensure you don't have height issues - the Avaire tile is slightly under 5/8" thick. While this is thinner than a typical tile/underlayment combination, as a new layer above existing tile, you might need to trim door bottoms, or do height transitions to other floors.
