Over cut-back

after I level a few areas to raise the concrete to the level of the cut-back and fill chipped areas, should I but a poly vinyl 6 mill vapor barrier over the entire area so that 1) the tile slips easier during installation, and 2) to keep the floor heat system out of the tarry adhesive?
