Is it alright to put the tiles on top of a laminate underlayment, or is it wrong and not recommended.

Not a good idea. Laminate flooring is "throw-away flooring" and should be removed.

We have a cement floor family room on the main level not basement. It has had tile and has slight ripple from glue, is it possible to put the paper foam that is used for laminate wood down to make it a smoother surface and then install the new floor? We would prefer not to have to re-cement the entire room, it is level enough.

Avaire tile can be install over Quiet Warmth, a heated floor system that uses a dense pad similar to laminate flooring underlayment. I don't see a problem using the pad under Avaire tile.Remember to ensure your floor is flat within tolerance and you will be fine.

Do you mean lay over laminate with underlayment or lay over just the underlayment for laminate? If the answer is underlayment for laminate then yes you can. thanks
